Restart SSL has no Effect on SAML Services (Doc ID 2258234.1)

Goal

SAML configuration uses certificates. Time to time you might need to change those certificates but using the SSL restart option does not take changes into effect on SAML services. Only a whole WLS domain will take changes into effect. Why is that?
