JVM Bundle Patches Break OWB Repository Creation on 74% on database on 64 bit Windows Platform. (Doc ID 2258941.1)

OWB version on database on 64 Bit Windows platform.
When attempting to create an OWB repository the following error occurs on 74% of installation:

Please notice last exception: "oracle.wh.service.impl.assistant.Monitor.waitForNotify". It is unique for this problem.


This issue is specific to database on 64 bit Windows platform. Any JVM Bundle Patch breaks OWB.

Latest patch at this moment is 25609678: WINDOWS ORACLE JAVAVM COMPONENT BUNDLE PATCH. It exhibits same behavior.
