Symptoms

Configuration consists of a single cluster with admin and 3 managed servers. The managed servers are on 3 different machines. One of the managed server is on same machine as admin server. The managed server that's not on admin machine fails to start with the error "weblogic.ldap.EmbeddedLDAPException: Empty initial replica".
