OID 11g - OID SSL Port 3131 Hangs After The Server Was Rebooted (Doc ID 2259181.1)

On : version, OID LDAP Server

OID SSL Port 3131 hangs after the server was rebooted

No errors the ldapbind command just hangs

$ORACLE_HOME/bin/ldapbind -h -p 3131 -U 1

The issue can be reproduced at will with the following steps:

1. The machine server was rebooted
2. The OID instance was started with no problems
3. The Managed Server failed to start and the last lines included in file wls_ods1-diagnostic.log were the next:

4. If a ldapbind is used against the port 3131 then the command hangs

$ORACLE_HOME/bin/ldapbind -h -p 3131 -U 1

The issue has the following business impact:
Due to this issue, the DIP server cannot be started and the synchronization cannot work
