ACTUAL BEHAVIOR

Problem with round robin storage rules There is a problem with the ACCESS_PREVIEW_ONPREMISE service as it relates to using FileStoreProvider with a round robin storage rule.  With two partitions setup, the system will write the weblayout file to one partition and the preview file to another partition.  When this information is displayed later, it expects the preview folder to be with the weblayout file.  Because it's not, it generates the preview a second time to add previews to the directory containing the webviewable file.


EXPECTED BEHAVIOR

The preview of the item is in the same directory as the weblayout rendition.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, FSP may not be scalable.  Also if the item is ever deleted at some point, the preview files in the other partition for the item won't be cleaned up.
