Outbound SSL Connection Fails from WebLogic Server 12c Web Service Application - "Received fatal alert: handshake_failure" (Doc ID 2261403.1)

Symptoms

After upgrading JDK 8, outbound SSL connections do not work from a web service application deployed in WebLogic Server, error "Received fatal alert: handshake_failure" occurs.

For example, the application is unable to make a connection to an external LDAP server (such as Oracle Internet Directory(OID, Microsoft Active Directory (AD))

Note:

This has been seen when JDK 1.8.0_102 to 1.8.0_121 and when WLS is configured to only use TLS 1.0 and higher: -Dweblogic.security.SSL.minimumProtocolVersion=TLSv1
