Symptoms

Using SQL*Plus version 11.2.0.4.

When attempting to access the database using sql*plus, the following error occurs:

SP2-0310: unable to open file "LOGIN.SQL"


STEPS
The issue can be reproduced at will with the following steps:
 
C:\>set ORACLE_HOME=<Oracle Home Directory>

C:\>set ORACLE_SID=<Database SID>

ORACLE_HOME>sqlplus / as sysdba

SQL*Plus: Release 11.2.0.4.0 Production on Thu Apr 27 10:41:21 2017
