WLS Fails to Enable Web SSO Service Provider (SP) Partner if Metadata Does Not Contain a Certificate - Even When SP Does Not Want to Sign Authentication Requests (Doc ID 2262471.1)

Symptoms

On : 10.3.6 version, WLS Security

When attempting to configure Web SSO Service Provider partner, the following error occurs. On console, the following message appeared:


The issue can be reproduced at will with the following steps:

1. Configure WLS to be SAML2 Identity Provider
2. Import Service provider metadata as Web SSO Service Provider partner
3. Attempt to activate partner

Due to this issue, WLS cannot function as Identity provider for the Service.
