Oracle Access Manager (OAM) 11.1.2.3.0 Unable to Login Into OAM Integrated With Siteminder, User Account Locked (Doc ID 2263078.1)

Symptoms

Oracle Access Manager (OAM) 11.1.2.3.0 Unable to Login Into OAM Integrated With Siteminder, User Account Locked

User authentication failing in an environment where OAM is integrated with Siteminder for authentication using the non-federated method using OAM10gScheme.  In the logs errors similar to the following occur coincident with the failed logins:

Caused by: oracle.security.am.engines.common.identity.provider.exceptions.IdentityProviderException: OAMSSA-20101: No valid users for the condition: attribute loginid and value TEST_USER in idstore UserIdentityStore1
at oracle.security.am.engines.common.identity.provider.impl.ids.IDSUserProviderImpl.locateUser(IDSUserProviderImpl.java:965)
