Why is the OGG v12 in-built HeartBeat Table Update Procedure Using SYS_CONTEXT_UTC (SYSTIMESTAMP) (Doc ID 2263865.1)

Goal

We are using the OGG v12 in-built HeartBeat table mechanism.

While querying GG_LAG, it seems to give proper result except one column value (CURRENT_LOCAL_TS).
This column gives SYS_CONTEXT_UTC (SYSTIMESTAMP) value which Means GMT Time zone value instead of Local Timezone value.
