WebCenter Content (WCC) Wizard Error: "This placeHolder is restricted, but no region definitions have been specified" (Doc ID 2263970.1)

Symptoms

The issue can be reproduced at will on a new WCC 12.2.1.2 install, below is the overview:
1. Install WCC 12.2.1 and BP2 and configure a new domain
2. Enable 12 components in the /cs admin console and restart.
3. Edit a Site Studio region in SS content wizard, throws the error:   "This placeholder is restricted, but no region definitions have been specified."

Changes

 New domain configured.
