Admin Console provides GUI support for publishing Meta Data for SAML Single Sign On (SSO) Services:

Environment -> Servers -> <SERVER_NAME> -> Configuration Tab -> Federation Services sub tab -> Saml 2.0 General tab -> Publish Meta data button.
