Installed Oracle Instant Client on Windows.

PATH and TNS_ADMIN are set properly; however, when try to execute sqlplus.exe, it fails with:

sqlplus.exe - Entry Point Not Found
The procedure entry point lmxconpar2 could not be located in the
dynamic link library OCI.dll.
