/sites/sitespatchsetup servlet returns 404 during OPatch upgrade (Doc ID 2265471.1)

Symptoms

After OPatch is installed, try to launch http://<host>:<port>/<contextroot>/sitespatchsetup and proceed with the bootstrap, but the server returns 404 for this servlet.

See the following errors in sites.log:

 

Changes

This is a cluster install before the upgrade. The sites.config is pointing to a shared location and NOT the OOTB config location.
