If User Role or Responsibility of any EBS User is Inactive/End Dated, those Role and Responsibilities are not pulled to OIM during Target Recon. So, next time if User would make a new self-service request for those Disabled Roles or Responsibilities then it errored out as Roles or Responsibilities already exist. If those End Dated Roles are present in OIM then at least User can 'Modify Entitlement' by changing the End Dates. This happens when User Roles or Responsibilities were Active and made Inactive/End Dated from OIM.
