ESS Scheduler Not Showing Up At Cluster Level (Doc ID 2265596.1)

Goal

ESS Scheduler not showing up at cluster level

From the Target Navigation, under scheduling services, when clicking on ESSAPP(SOACluster), nothing is showing up except the below message.

Monitoring information is not available because the target is down


User  followed the below link to extend the soadomain for ESS scheduler.

User want to  know if this is a known issue for soa suite 12.2.1.2.0? we don't see this issue on 12.1.3.0.
