Oracle Access Manager Upgrade 11.1.2.x to 126.96.36.199: OAM Policy Settings Other Than Defaults are Deleted During Upgrade Due to upgrade.properties File

Oracle Access Manager (OAM) policy settings other than defaults are unexpectedly deleted during upgrading OAM from 220.127.116.11 or 18.104.22.168 to 22.214.171.124.
If the issue happens, you see that the custom policy settings were deleted after the upgrade. In the Application Domain, only "IAM Suite" and "Fusion Apps Integration" remain. In the Host Identifier, only "IAMSuiteAgent" remains. The Authentication Schemes also remain only default them.
The OAM 126.96.36.199 or 188.8.131.52 has been upgraded to 184.108.40.206.
The OAM had been upgraded from 11g R1 before that.
