Oracle Access Manager Upgrade 11.1.2.x to 184.108.40.206: OAM Policy Settings Other Than Defaults are Deleted During Upgrade Due to upgrade.properties File

Oracle Access Manager (OAM) policy settings other than defaults are unexpectedly deleted during upgrading OAM from 22.214.171.124 or 126.96.36.199 to 188.8.131.52.
If the issue happens, you see that the custom policy settings were deleted after the upgrade. In the Application Domain, only "IAM Suite" and "Fusion Apps Integration" remain. In the Host Identifier, only "IAMSuiteAgent" remains. The Authentication Schemes also remain only default them.
The OAM 184.108.40.206 or 220.127.116.11 has been upgraded to 18.104.22.168.
The OAM had been upgraded from 11g R1 before that.
