WebLogic Startup.properties File Is Overwritten with Empty Content When Executed nmStart() Command (Doc ID 2266702.1)

Symptoms

Startup.properties file is override with empty content when executed nmStart() command.

1. Connect to AdminServer via WLST.

This should NOT happen. Indeed, there is Doc Id in Oracle which explicitly mentions that this should not happen:
startup.properties File for Admin Server Is Not Automatically Created with the WLST Command: nmStart() (Doc ID 1360125.1)
