Oracle Access Manager 11.1.2.3 Displaying Blank Logout Page After Signing Out Of OBIEE (Doc ID 2266829.1)

ACTUAL BEHAVIOR
---------------
New installation of OAM 11.1.2.3 that is used for single sign-on for OBIEE. When the user clicks the "Sign Out" link in OBIEE, the proper URL (http://oamserver:14100/oam/server/logout) is displayed in the browser but the page is blank. If the user clicks the refresh button on the browser, then the blue "User Signed Out Successfully" page from OAM is displayed. It does appear that the OAM sessions are being terminated but the logout page is not coming up properly.
On our old server that is running OAM 11.1.1.7, we do not have this issue.
