Oracle Access Manager 11.1.2.3: Idle Session Times Out at 15 Minutes Despite that Parameter is Set to Larger Than It

Symptoms
Oracle Access Manager (OAM) Idle Session times out at 15 minutes unexpectedly, despite that parameter is set to larger than default 15 minutes.
If setting "TRACE:16" or higher level to log name "oracle.oam.engine.session", the following message appears into the OAM diagnostic log when the issue happens. "timeoutInterval:900" means that OAM is recognizing 900 seconds (15 minutes) as the idle session timeout.

The issue happens in the following conditions:
- OAM is configured as High Availability (Clustered) Topology.
and
- OAM Idle Session Timeout is changed to larger than default 15 minutes:
OAM Console > Configuration > Settings > Common Settings > Idle Timeout (minutes)
