WebLogic Admin Server Intermittently Doesn't Respond

Information in this document applies to any platform.
On Weblogic installation, it is intermittently observed that the admin server wouldn't respond through WLST or through the admin console.
AdminServer logs at the time, show the Harvester cycle might be running at that time. As soon as we see the messages below completed, admin server responds again. Below Warning message is observed
To recover from the condition, WLS must be restarted.
