User Account is not Getting Unlocked after Help Desk Password Reset Operation

A user's account is getting locked from either entering password incorrectly three times or entering security questions in forgot password flow multiple times.
When a help desk admin does reset password for that user and the user tries to login with password created by Help Desk the user is till locked.
- After 30 minutes the user is able to login in with new password.
Expected result is that the user should be unlocked and should be able to login.
OIM Automatic Unlocking is configured correctly with Password Policy Lock Duration.
