Reassign Function Is Not Available In Workspace Even With The Reassigned Permissions in the Role (Doc ID 2267725.1)

A user is assigned a Role which has Reassign permissions enabled. When user is logged into workspace and try to reassign an activity , there is no option available to reassign in dropdown menu for the activity.
How to get reassign option for an activity in workspace ?
