OIM User Challenge Questions And Answers Are Deleted When User Organization is Changed. (Doc ID 2267796.1)

Goal

When user organization is changed in OIM, it seen that user is again prompted to set new Password and also Challenge Questions and answers at login. User had previously set its Password and Challenge Questions and answers but those get removed after the org change.

Note: The previous org to which user belonged and new org to which user now belongs have different Password Policies.
