Default User Search Disabled Feature not Working After Applying Newer Bundle Patch

There is a potential performance issue in opening Manage -> Users tab and Manage -> Admin Roles when the number of roles or users is large. Navigating to either of those two pages will initially perform by default, a blank search and display the results, which takes added time. This was addressed previously handled with a new system property "OIG.DefaultUserSearchDisabled" to control the initial loading of the user table. (Default setup : false). This was via a one-off Patch for 220.127.116.11.5.
It is expected that future BP Patches would include one-off fixes, to enable the product to avoid those empty searches and this speeding up UI performance.
The issue can be reproduced at will with the following steps:
1. Have a large user base complete with multi-tiers management structure.
3. Apply BP 20170418 and follow all patch and post-patch steps as per the readme
4. Navigate in the self-service UI to Manage -> Users search and see that All users are being returned as if its set to false.
Applied Patch 25348617, which is BP 170418 for OIM.
