Custom Event Handler On User Not Triggering Due to Incorrect Use of API (Doc ID 2268464.1)

Symptoms

Trying to implement event listeners with certification process. The rule for the event listener is that whenever manager is updated for the user, then the certification process should trigger. But even after updating the user manager, certificate reviewer didn't receive any task to action.

NOTE: Issue occur only when the manager key is to be updated using custom post process event handler.
