Access Log Buffer is Not Flushed When Server Shutdown (Doc ID 2268535.1)

Symptoms

When server is shutdown by calling stopWebLogic.cmd(.sh) script. The access log buffer is not flushed hence the log entries still in buffer will not be written into access.log but discarded.

The issue can be reproduced with parameters force='false' and ignoreSessions='true'.

The issue does not happen when force='true'.
