BPM 12c Activity Name Changes In JDEV Not Being Saved

Symptoms
When the name of an activity in the BPM process in JDEV is changed, the name will not stay saved.
The change appears in the BPMN file, but the changed name does not appear in the process flow.
Troubleshooting tried:
- refreshing the Process and Application
- closing the application and re opening it
- closing JDev and restarting
None of these help.
This happens about 80% of the time.
