Unable To Process Event: No Target Found Message After Clicking On Custom Toolbar Button (Doc ID 2269902.1)

Symptoms

A custom toolbar button works only on the first tab.  Clicking the button on any other tab produces the message "Unable to process event: no target found message".

72.2.1 About Toolbar Customization

     config.toolbars = {
          "viewAlias": [action_1, action_2, …],
          or:
          "viewAlias": {
               "view_mode_1": [action_1, action_2, …],
               "view_mode_2": [action_1, action_2, …]
          }
          …
     }

When adding a custom toolbar button using the documented examples, the button only functions on the first tab.
