Cannot use XSL Transformation in Data Association edit. It won't allow mapping all or certain elements. (Doc ID 2270086.1)

Symptoms

When using the Data Association editor certain elements [ or possibly all ] cannot have an xslt transformation mapped to them.  When selecting a transformation and trying to click and drag to the element , those elements won't highlight indicating it can't map an xslt transformation.

When trying to add XSL Transformation in opened "Create Transformation" popup the list of Available Sources is empty. This blocks the possibility of adding a transformation. After pressing "OK" button, an error could be seen under certain scenarios:

"Data transformation sources cannot be empty".
