Symptoms

Executing a PL/SQL stored procedure via mod_plsql fails with error:

Error 503 'Service Temporary Unavailable'
Call to Wpg_Session Api Failed. Error-Code:6550
Database Log In Failed
TNS is unable to connect to destination. Invalid TNS address supplied or destination is not listening. This error can also occur because of underlying network transport problems.
