Cannot Remove Users Or Cart Items Of Draft Request (Doc ID 2270892.1)

Symptoms

Cannot remove Users/Cart Items of DRAFT Request because the DRAFT Requests cannot be edited and only can be Submitted.

The issue can be reproduced at will with the following steps:

1 Login to Identity Console
2 Click on "Request Access" tile icon
3 Select "Request for Other" option
4 On “Select Users” screen add user combine both direct and non-direct reportee users and click on “Next”
5 On “Add Access” screen add accounts for provisioning and click on “Next”
6 On “Checkout” screen select “Save As DRAFT” for request
7 Click on "Track Requests" tile icon and search for DRAFT request Id
8 Observe that, there is no “Back” button option to delete the user from the catalog page and can't submit the request without removing that user.
