"extend.spaces.webapp" Failed To Deploy (Doc ID 2270896.1)

Symptoms

Created an ADF taskflow and deployed it as a shared library to WC_PORTAL server.

After registering the library to a WebCenter Portal extension application, when deploying the PortalSharedLibrary project the following exception occurs:

[Deployer:149034]An exception occurred for task [Deployer:149117]deploy library extend.spaces.webapp [LibSpecVersion=7.0,LibImplVersion=12.2.1.0.1] on WC_Portal.: [Deployer:149145]Unable to contact "EnterpriseManager". Deployment is deferred until "EnterpriseManager" becomes available.; nested exception is:

java.rmi.UnknownHostException: Could not discover administration URL for server 'EnterpriseManager'.

[Deployer:149193]Operation "deploy" on application "extend.spaces.webapp [LibSpecVersion=7.0,LibImplVersion=12.2.1.0.1]" has failed on "WC_Portal".

[Deployer:149034]An exception occurred for task [Deployer:149117]deploy library extend.spaces.webapp [LibSpecVersion=7.0,LibImplVersion=12.2.1.0.1] on WC_Portal.: Cannot undeploy library Extension-Name: extend.spaces.webapp, Specification-Version: 7, Implementation-Version: 12.2.1.0.1 from server WC_Portal, because the following deployed applications reference it: webcenter-rss.war, webcenter-rest.war, spaces.war.
