Oracle iPlanet Web server Decodes Encoded characters in URL (Doc ID 2271293.1)

Symptoms

Web Server configured for reverse proxy to send requests to WebLogic servers. When the url request to web server has / characters in it before sending request to WebLogic server, the webserver is decoding it to "/"(slash) and sending it, which is causing errors for applications. All other url encoded values are getting passed to WebLogic servers as encoded except this one. When accessing the URI directly on WebLogic server it works properly. When accessing the same URI through Web Server to WebLogic server, the URI is changed and the encoded characters are decoded.

For example, the original request is:

As you can see / which is an encoded slash (/) has been decoded as normal slash (/).
