Oracle B2B installation freezes at 49% (Doc ID 2271550.1)

Oracle B2B installation passes successfully the pre-requisites checks but freezes at 49%

The issue can be reproduced(on customer's end) at will with the following steps:
1. Run fmw_12. from the command line in order to stat the installation
2. Pick valid Oracle_Home
3. Pick B2B
4. Comply with the Prerequisite checks
5. Installation progress stops at 49% whilst being at the generate libraries step.
