Symptoms
After installing or upgrading to Oracle Data Integrator (ODI) 11.1.1.9 and applying patches, pressing the Help buttons in Studio pop-up windows result in the error "Cannot find help content for help topic"
For example, click on "Connect to Repository". In the "Oracle Data Integrator Login" window, click the "Help" button, and observe the "Cannot find help content for help topic login_htm" message:

After installing or upgrading to ODI 11.1.1.9, <Patch 23176475> or later was applied.
