Slow Performance From IdentityService And TaskQueryService (Doc ID 2272820.1)

Symptoms

When running the TaskQueryService API the operations such as queryTasks or countTasks take up to 15 seconds.
At the same time the oracle.soa.services.workflow.performance logs show that the operation takes < 100 milliseconds

Similar problem was observed running the IdentityService and virtually any other operation involving BPM.
