Bsu Does Not Display Any Installed Patches After Files In cache_dir Were Removed (Doc ID 2273609.1)

Goal

Files in MW_HOME/utils/bsu/cache_dir were removed resulting in no installed patches displayed by bsu.
eg.  bsu.sh -view -status=applied -prod_dir=MW-HOME/wlserver_10.3

Provide steps to restore cache_dir files so the installed patches can be displayed using bsu.
