PSA Struck for Long time when Upgrading OIM Schema

There are no errors in logs but the PSA step 12 of 13 has been struck for an hour and not generating any logs.

The block that is executing is oim_upg_R2PS2_R2PS3_inmemory_orchestration.SQL
