Login Time To Access A Protected Resource Suddenly Starts Failing (Doc ID 2275885.1)

The customer states that an exiting OAM 10g installation which has been working properly for a long time suddenly starts seeing performance issues while logging in to the OAM system. The login is often failing or taking approximately 10 seconds to complete. This login delay is affecting both the access console and webgate protected applications.
