"oauthAuthz" Filter Throwing Error After Applying The Latest Service Pack (Doc ID 2275946.1)

Symptoms

In OAG 11.1.2.4 , after applying the latest Service Pack the following error is thrown:

"Authz request was invalid client_id param not set"

This error was not visible in the environment before the Service Pack was applied.
