In Role Certification the Last Decision value on Policies Tab is always showing “Never Acted On” even the Reviewer had already acted with Certify/Revoke action on the artifacts.

1] Create a new Role certification definition with a never certified artifact(s) and make sure the cert job runs to completion.
2] Login as a certifier and note values in the "Last Decision" column.
3] Since the artifact was never certified before, it should have "Never Acted On" status.
4] Make Certify/Revoke decisions and complete the certification.
5] Login to System Administration UI (alternatively make sure that the "Risk Aggregation Job" gets a scheduled run before the next step) go to scheduler and manually run the "Risk Aggregation Job".
6] Rerun the certification definition job created at step 1.
7] Login as a certifier again and note the "Last Decision" column values on the Policies Tab.

Actual Result: The Last Decision value displayed is “Never Acted On”
Expected result: The Last Decision value should be “Certify/Revoke”(Based on Certification Reviewer's action on artifacts)
