Throttling With Two Parameters At The Same Time in Oracle API Gateway (Doc ID 2277627.1)

Goal

It is necessary to use the throttling functionality of Oracle API gateway by using two or more parameters at the same level. 

For example, if a user has the same id number and same user function code, the user can send 10 requests for 5 seconds, but be blocked by the throttling filter for any more requests in the time allowed than this.

How can this be accomplished?
