Symptoms
When attempting to upload the file from the local drive for the program Load Interface File for Import, or when Bouncing the UCM server, after the instance is upgraded to R12, the following error or similar is received:
The ABC in the title is just a placeholder because the actual role may be different
The issue can be reproduced at will with the following steps:
1. Navigate to the file import and export UI
2. Bouncing the UCM server
