PROBLEM DESCRIPTION

The required Policy - oracle/wss_username_token_service_policy - will not attach to the DRM web service in FMW 11.1.1.7.
In EM, policy attachment is successful, but after subsequently checking the WSDL of the DRM service, the policy does not show up.

STEPS TO REPRODUCE:
---------------------
Use EM AND attach the Oracle/wss_username_token_service_policy owsm policy to the service.
The attachment occurs successfully in EM.
Access the WSDL URL for the DRM service, the policy does not show as attached.
