Messages Are Not Published When Using VERSION_2 for Service Operation WORKFORCE_SYNC When Integrating with OIM (Doc ID 2279702.1)

When the Version for Service Operation 'WORKFORCE_SYNC' is defaulted to 'VERSION_2', Messages are not getting published,

When it is defaulted to 'INTERNAL', Message gets properly published.

The issue can be reproduced at will with the following steps:
1. Modify default version for WORKFORCE_SYNC service operation to 'VERSION_2'
2. Do any JOB change
3. Verify that NO WORKFORCE_SYNC message instance was created
4. Change WORKFORCE_SYNC default version to INTERNAL
5. Do any JOB change
6. Confirm that an instance of WORKFORCE_SYNC gets populated
