Justification is getting vanished when user click on the 'i' icon in the cart row for first time.

Steps to reproduce:

1) Login to IAM console as end-user or Admin

2) Checkout any role or appinstance or entitlement

3) At the last stage of submission, enter some value for justification and then click 'i' icon on any cart item row immediately
