OUD - Error "Administrative limit exceeded (11)" Encountered when the Total Number of Entries is Less than the "lookthrough-limit" Setting

Symptoms
The Global Configuration setting for the "lookthrough-limit" was set to 300,000. The number of objects in the <BACKEND_ID> backend is roughly 240,000 entries. When objectclass=* queries are run, limit exceeded errors occur even though the number of entries doesn't exceed the limit.
Here's a sample of the query and error:
$ ldapsearch -h localhost -x -LLL -b <SUFFIX_DN> objectclass=* dn |grep "^dn:" |wc -l
