Upgrade to PS3 takes a long time due to huge amount of data in ORCH tables (Doc ID 2281634.1)

Upgrading to PS3 is taking several hours.

PSA logs show the following

* ORCHPROCESS stores the process instances that are being executed.

[tid: 39] [ecid: 0000LF3y18Z5MejCD36iKw1Myhq8000004,0] Executed successfully
in 27778619 milliseconds

Logs show that it took almost 8 hours to go over the ORCH tables.
