RangeChangeListener In ADF Faces Does Not Call Server Side Method (Doc ID 2282543.1)

Goal

In JDeveloper 12.1.3, while trying to use a range change listener on an ADF table, the server side method can not be invoked.

what is the workaround to know the following?

1.) If the event that just fired the on the page was a pagination change (Navigation.)
2.) How to know what page number a user is on.

The valuechangedevent is firing on page change. While using an edited checkbox there is no way to know it was a page change that fired the event. It appears that someone has clicked the checkbox when they have not.

There is a need to add new rows to the top of the current range. However there is no way of knowing what page a user is on without a tracking event.

Basically, the requirement is to know when the navigator is pressed and what the associate page number is.
